Hawaii pet travel requirements
Hawaii is not a normal CVI destination. The state is rabies-free and runs a formal quarantine program, so bringing a dog or cat to Hawaii is a months-long process built around a rabies antibody titer test — not a single appointment before you fly.
Before you book
Hawaii cannot be handled as a standard travel CVI. Plan at least four to six months ahead, and start with the Animal Quarantine Branch. CVI Ready quotes Hawaii cases manually.
What Hawaii specifically expects
- Hawaii operates a quarantine program under Hawaii Administrative Rules Chapter 4-29, administered by the Animal Quarantine Branch.
- A health certificate issued within 14 days of arrival is required, in addition to the quarantine program paperwork.
- An OIE-FAVN rabies antibody titer test is required, with the blood draw at least 120 days before arrival and after at least two rabies vaccinations.
- A microchip must be implanted before the titer blood draw, and the paperwork must match the chip.
- Animals meeting every requirement can qualify for the 5-Day-Or-Less program with direct airport release; animals that do not go into 30-day or 120-day quarantine.

Most interstate movements into Hawaii are documented with a CVI completed by a licensed, accredited veterinarian after examining your pet. Airlines, ground transporters, and receiving organizations frequently require one even when the state does not.
Rabies vaccination documentation
Current rabies vaccination documentation is the record requested most often for dogs and cats entering Hawaii. Bring or upload the certificate showing the vaccine date, product, and administering veterinarian.
Timing window
Health certificates are typically expected to be issued within a short window before travel, and the exact window depends on your destination and transport method. Clinic availability is usually the real bottleneck, so book the exam early.
