Hawaii pet travel requirements
Hawaii is the only rabies-free U.S. state and runs a mandatory quarantine program for every dog and cat entering, including pets arriving from the mainland. There is no way to fly a pet in on a routine travel health certificate alone. Owners who complete every step correctly and on schedule qualify for the 5 Day Or Less program with direct airport release; anyone who misses a step faces up to 120 days of quarantine at the owner's expense.
Before you book

What Hawaii specifically expects
Microchip and two rabies vaccinations
The pet must be identified with a microchip, and the chip number must appear on all paperwork. Hawaii requires at least two rabies vaccinations in the pet's lifetime, given more than 30 days apart, with the most recent one current at the time of arrival and administered at least 30 days before arrival.
OIE-FAVN rabies blood test
Blood must be drawn and tested at an approved laboratory, with a result of 0.5 IU/ml or greater. The result starts a waiting period before the pet may arrive, and the test result also expires — the arrival date has to fall inside that window. This single step is why Hawaii moves are planned months out.
Documents sent in advance
The original rabies certificates, the health certificate, the completed dog and cat import form, and the program fee must reach the Animal Quarantine Station in Honolulu before the pet arrives. Documents that arrive late or incomplete push the animal into quarantine regardless of how good the medical record is.
Arrival and release
Qualifying pets on the 5 Day Or Less program are inspected and released at Honolulu's Airport Animal Quarantine Holding Facility, or on a neighbor island where direct release is approved. Flights are restricted to specific arrival times, so the itinerary itself has to be built around the program.

- Implanted microchip recorded on every document
- At least two lifetime rabies vaccinations, more than 30 days apart
- Passing OIE-FAVN rabies titer from an approved laboratory
- Health certificate from an accredited veterinarian within the required window
- Import form, original certificates, and fees received in Honolulu before arrival
