Guam pet travel requirements
Guam is a rabies-free U.S. territory and, like Hawaii, protects that status with a structured entry program rather than a simple health certificate. Dogs and cats need advance approval, and pets that do not complete every pre-arrival step are quarantined on arrival at the owner's expense.
Before you book
Guam is not a standard travel CVI destination. Expect a rabies titer, a waiting period, and an import permit — start with the Guam Department of Agriculture several months before your travel dates.
What Guam specifically expects
Import permit
An import permit from the Guam Department of Agriculture's Animal Health division must be obtained before the animal travels. The permit ties the approved arrival date to the completed medical steps.
Microchip and rabies titer
Pets arriving from rabies-endemic areas, including the mainland United States, are generally required to be microchipped and to have a passing rabies antibody titer from an approved laboratory, followed by a waiting period before arrival.
Health certificate
A Certificate of Veterinary Inspection from a USDA-accredited veterinarian is required inside the window stated on the permit, and the microchip number must match every other document.
Quarantine on arrival
Animals that arrive without a complete file are held in quarantine until requirements are satisfied. Confirm current timelines directly with Guam Animal Health before booking flights.
